I would like to assure everyone that Aizen's closure of the senkaimon has been verified and is effective. There's no need to test it by taking a running start and crashing headfirst into a barrier, as at least two of you have tried already.

Shinigami remain on-assignment and in the living world; they will continue to do their jobs, so I suggest that everyone still in Soul Society focus on doing yours.

Ichigo and Kensei, I had planned to retrieve some fresh reading material from the living world in order to make your convalescence more tolerable, but it seems I'll have to make do with the manga I have on hand. I'll stop by this afternoon to drop it off.

It goes without saying that none of you are responsible for Aizen's actions, if you were stupidly considering feeling guilty.

I apologize if I haven't been very reachable lately; it seems that the winter flu wasn't ready to give up its hold on Seireitei, and it claimed me as its latest victim. It was not very pleasant at all, and I can't even see my desk now. If anyone has any suggestions for dealing with an especially looming backlog of paperwork, I would appreciate them.

I've finished overproducing mucus, but now I have the opposite problem and I can't breathe through my nose. I'm losing all dignity just by asking, but if anyone knows of effective remedies, they would be even more welcome than the paperwork advice.

The Central 46 has made its decision in the case of Fukazawa Kazuo. He will not receive the ultimate judgment, but has been sentenced to three years' imprisonment. The governing body also issued a request that we remind all officers, seated and unseated alike, to be aware of the chain of command and remember that all visiting Arrancar are exempt from physical or other retribution.

At this time, we're focused on covering all assignments to stations in the living world, but if other divisions are in need, it can be arranged that some of our unseated officers make temporary transfers in order to assist. The incarceration of Fukazawa Kazuo may have some disturbing fallout. Already I'm hearing reports that agitated friends of his are claiming it to be a case of trumped-up charges and that we should "finally fight back to show Aizen who really runs Soul Society." As much as I agree in theory...a second war isn't something we can win right now. But if the Central 46 sentences him to death—and they haven't given Captain Ukitake any indication that such a sentence will not be considered—this could erupt into open rebellion.

Late this morning, Fukazawa Kazuo of the First Division was arrested on charges of insubordination. While the rest of his squad was otherwise assigned, Fukazawa attempted to leave division grounds for the nearest district of Rukongai. When his squad leader and an observing Arrancar moved to intervene, he resisted and then attacked them.

Currently, he's being held in his division's barracks until the Central 46 convenes at the beginning of next week in order to determine the proper response to his actions. Captain Ukitake has asked me to make you all aware of the situation, and requests that all officers continue to work hard at their designated tasks in order to finish Seireitei's restoration as soon as possible.

Seireitei has been officially stabilized, for now, though there's plenty of work to be done. The extra duty on the updated schedules is mandatory, but so are the off-hours; we've lost a few people, and we don't need to lose any more to sheer exhaustion.

I'm requesting that other divisions share their current statuses and injured rosters so we can arrange adjusted assignments to the living world in order to compensate. The souls there still need to be looked after.

Next month's duty roster has been posted in the main hall, with the schedule changes effective this weekend.

Those whose squads are scheduled for drills on Saturday, please remember that absences will not be tolerated; however, we've arranged things so that everyone should be able to take advantage of the festivities in the courtyard.

After performing our duties in the living world under the new procedures for around a week, I thought it prudent to issue a status update, based on squad leader reports given to Captain Ukitake and our own observations.

Once we were able to reach the living world, the main problem was the large number of souls that could not be sent here by our 'substitutes'. Instead of just being a bureaucratic headache, large concentrations of Pluses served as lures for Hollows; this was and continues to be a problem, especially in the most densely populated cities.

Many officers, especially those with experience being stationed in the living world, are fully capable of defeating Hollows without shikai, even if they cannot be purified, but the more powerful Hollows present some difficulty. Additionally, if we devote more resources to fighting instead of soul transfer, the backup won't get much smaller and will continue to attract more Hollows than usual.

Thanks to the quick work of the Twelfth Division, the manual escorts through the dangai are proceeding mostly without incident, but they're slower. To be completely frank, it's much easier to perform konso on an unwilling soul than it is to drag them through an ominous-looking tunnel. When it comes down to making a choice, that is technically an option, but it's not the ideal choice, and it still slows us down.

Right now, our plan is to continue focusing on the soul transfers and dispatch as many squads as possible to hold back the Hollows until we can reach a balance point once more. If our fellow officers and captains have ideas for procedure improvements, please direct them to me and Captain Ukitake will review them.

Ichigo. Has Zangetsu's demeanor changed in the last few days? If it hasn't...I don't know if they'll let you back into Soul Society; the ban might go both ways. But I don't think you should even try to come back yet.

Most divisions have shown admirable restraint in their responses to the unexpected appearances of our zanpakutou, but we've been receiving more worrisome reports as the issue progresses. I'd appreciate it if all of you would continue to forward detailed reports to the sotaichou's office, as well as share any possible angles of research. This is a new problem, so anything could be pertinent.

Additionally, the Thirteenth is still taking care of Inoue Orihime's safety in the wake of her abduction, but we need a better long-term solution than a personal bodyguard. I have a few thoughts regarding kidou defenses that I'd like to discuss with those skilled in its use, but other ideas are welcome.

It's nothing but helpful to have Yoruichi-san officially among our ranks, but I can't help but wonder why Aizen hasn't reacted to such an appointment, or to that of the Vizards. He has to know that they'll only benefit us in the case of eventual rebellion.

Members of the Thirteenth, let's all take a moment to welcome intern Kurosaki Ichigo back from his mission and convalescence. If he seems slightly lame that's just because he is. Due to his foot injury, I should mention.

All squad leaders should make sure to check the duty rosters; we're rotating stations this week.

[OOC Note: It is in fact not Rukia's doing that Aoki's group and thus Ichigo have {insert sucky unfun duty here} this week. It was coincidence that was prearranged. Rukia's not vengeful enough to abuse her power like that...but she doesn't care if certain people think otherwise.]
