The Gotei and Central have been at odds with each other before, and there's political methods of getting to them and being a general nuisance. If Aizen and Ichimaru want to toy with us by playing within the rules, I'll show the upstarts that I know the rules very thoroughly, and can play back.

Undoubtedly. I haven't seen about getting a list of who's in it, but I wouldn't doubt they ones in Aizen's pocket are either weak-willed or easily corrupted. Two very exploitable weaknesses.
